Producer Responsibility Obligations (Packaging Waste) Regulations 1997

In order to be obligated by this regulation your business must be a producer, have an annual turnover of *pound;2 million and handle at least 50 tonnes of packaging per annum.

Producers include manufacturers, pack-fillers, converters, importers and sellers amongst others.

If your business falls into this category then you are obliged to recycle and recover packaging waste to meet national targets. You then have the choice to register with the Environment Agency or join a registered Compliance Scheme. The Environment Agency website (www.environment-agency.gov.uk/business) has all the necessary application forms along with a document listing what they determine as packaging waste.
